Chromebook errors do not allow new users to complete device configuration

You can not accept any terms of service if they are not loaded

Some proud new Chromebook owners no longer feel so proud of their purchases as they have not been able to use them properly after encountering an out-of-box experience from purgatory. Specifically, there is one step in the setup process where users have to accept the Google Play Store’s Terms of Service to use Android apps – except they can not because the terms do not load.

We’ve picked up several Chromebook Help and Reddit threads that describe the same issue, all of which have surfaced in the last 4 days. In most cases, pressing the “Retry” button will simply generate the same error message as shown above. Some commentators posted random solutions that seemed to work – ie. to find out the Phone Hub, disassemble and reassemble the keyboard, clear the app cache from Google Play Services on their Android device – just so as not to work for others or even themselves again, as one complainant put it, “make sure it really works.”

Even this author had a similar problem setting up his new Chromebook last week and could not figure out what had changed between switching Wi-Fi networks and resetting the device to eventually allow the Google Play terms to load. And yes, I did a powerwash on that device while researching this story to try to copy the obstacle. No, it did not work as the terms could be loaded immediately.

A potential explanation that sounds a bit more compelling than all the others is that the Google Play Store app, which is supposed to download in the background after the device is connected to a Wi-Fi network, may not be installed when the user reaches that point in the setup process. Whether it comes down to pure network performance, a DHCP lookup problem that cannot be solved immediately, or something else will vary. Again, this is not that definitive explanation, but it seems most plausible from what we have read and experienced.
